What is HOME? HOME is the Housing Rehabilitation Assistance Program. It is designed to assist owner-occupants residing in the Town of Winterville with bringing their homes up to Town Code Standards, to include repairs of existing structural problems and deficiencies.
Homeowner Requirements
1. Insuring home with fire and hazard insurance.
2. Property taxes and mortgages must be current.
3. Property free of liens and other encumbrances.
4. The home has not received any housing assistance from the Town of Winterville in the past 15 years.
5. Submitting all household income.
6. Agree to the terms and conditions of a 5 year or 10 year deed of trust.
7. Take responsibility of the legal expenses in the amount of $150.00 and any additional charges by the attorney.
After rehabilitation, an owner is required to occupy the home, retain insurance coverage, keep property taxes current, complete annual maintenance, and not sell the property during the duration of the deed of trust. In addition, the owner must complete and submit an annual survey while the property is under the deed of trust.
Please remember that the Housing Assistance Program only addresses existing structural problems and deficiencies. We are unable to add rooms, porches, etc.
