Indoor Gathering Limit Lowered to Slow the Spread of COVID-19

In an effort to drive down our increasing COVID-19 trends Governor Roy Cooper issued Executive Order 176 on Tuesday, November 10, 2020, extending Phase 3 restrictions and modifying Executive Order 169, beginning at 5:00 pm on Friday, November 13, 2020 and will be effective until December 4, 2020 at 5:00 pm.   1. The Mass Gathering Limit for indoor spaces is reduced to 10 people from 25. The outdoor Mass Gathering limit remains at 50 people. We also strongly urge people to continue to use “social distancing” guidelines of six (6) feet or more and practice the 3 Ws: Wear, Wait and Wash.
  2. Go to the Frequently Asked Questions (“FAQ”) for Executive Order No. 176 for additional information here.
  3. Use Face coverings when in public places, indoor or outdoor, where physical distancing of six (6) feet from other people who are not members of the same household or residence is not possible with guidance here.

As most of you are now aware, North Carolina, and thus the Town of Winterville will move into Phase 2 of Governor Cooper’s Re-opening Plan due to the COVID-19 Pandemic. As a result please find updated information below related to Town operations, services and programs:

  • The Town of Winterville remains under a local State of Emergency. Be reminded this is for precautionary purposes as previously stated in other COVID-19 related information.
  • May 22, 2020 is the “end date” for Governor Cooper’s current Executive Order. As of 5 pm today, the State and thus the Town will move into Phase 2 of the Re-opening Plan under Executive Order Number 141. Specific information about Phase 2 of the Governor’s Plan can be found on the Town’s website at
  • “Mass gatherings” of more than ten (10) people (indoors) and no more than twenty-five (25) people (outdoors setting) are expressly prohibitedWe also strongly urge people to continue to use “social distancing” guidelines of six (6) feet or more.
  • Town Offices continue to be closed to the public until further notice.
  • Town of Winterville Facility Rentals remain suspended and events cancelled through June 26, 2020.
  • Winterville Parks and Recreation are offering Virtual Fitness Classes by Zoom. To register, visit For new and upcoming info on all virtual classes please visit the website listed or call 252-756-1487.
  • The Governor's Executive Order 124 expired on July 31, 2020. The Town resumed utility disconnects and late fees as of August 1, 2020. (EO 124)
  • Utilities, planning and permitting requests/services should be made by phone or email. The contact information for each Department are as follows:

Phase 2 Re-Opening

Winterville Parks and Recreation Department (WPR) continues to research and follow guidelines, restrictions, and recommendations from organizations at the local, State, and Federal levels related to COVID-19. Below is an update on WPR operations as a result of current information available and the Governor’s most recent Executive Order carrying the State into Phase 2 of Re-Opening:

  1. Athletics:
    1. NC DHHS is expected to release sports guidelines next week. We believe that practices will be possible and intend to begin youth baseball league practices in Phase 2 of Governor Cooper’s Executive Order. WPR will provide a youth baseball specific update next week after the release of NC DHHS guidelines.
    2. It is our desire to resume game play but timing is dependent upon a number of factors including safety, allowance for competitive play, social distancing, group limitations, and measures that can be taken to work within potential limitations in applicable Phase. Hopefully, game play will be possible in Phase 3. However, there is always the potential that game play does not occur.
  2. Indoor Programs:
    1. Due to the nature of WPR programming, and restrictions in Phase 2 of Governor Cooper’s Executive Order, indoor programs remain suspended through Phase 2.
    2. Suspension will be re-evaluated once information is released for next Phase of State recovery.
  3. Events:
    1. 2020 Concert and Movie Series events have been rescheduled and are now scheduled to take place in July, August, September, and October.
    2. Decisions on additional schedule modifications for 2020 Concert and Movie Series events will be made once information is released for next Phase of State recovery.
  4. Athletic Travel Tournaments:
    1. Due to size and nature, no athletic travel tournaments will be hosted at Town of Winterville parks through Phase 2.
    2. Decision to host athletic travel tournaments in next phase of State recovery will be made once information is released.
  5. Facilities:
    1. Picnic shelters, playgrounds, and restrooms located in Town parks remain closed until further notice.
    2. All park facilities not specifically closed under Section 5a are open for use.
  6. Social Distancing and Gathering Limitations – Phase 2 of Governor Cooper’s Executive Order:
    1. Gathering Limitations: In Phase 2, gatherings of more than ten (10) people in a single indoor space remains prohibited. In outdoor spaces, gatherings of more than twenty-five (25) people are prohibited.
    2. Maintain at least six (6) feet social from other individuals, with the exception of family or household members
